A quorum was present and the meeting was called to order at 9:06 a.m. by Chairman John Pfeiffer. John Forbis moved, seconded by Barbara Traskos to approve the minutes of June and July. Motion passed.

1. Communications: Reverend Jungkeit was invited to the meeting.
        
2. Public Open Forum: no participation

3. Plaque Program Update: Martha Hansen
209 Mile Creek Road: Research is continuing on the Wait family.
60 Lyme Street: the new owners are interested in a plaque for their house.
5 Bailey Road: Alexandra Escher is interested in a historic plaque for her home, believed to have been built by Captain Cunningham ca 1820.
26 Sill Lane: Caroline Ronchini has requested historical information about her home. Martha Hansen will contact her.
10 Ferry Road: Douglas Lowell and Martha Hansen have been researching the house, believed to have been built around 1830.

4. 97 Lyme Street renovations: Theresa McSchane and Todd Brink presented plans for renovating the house. The existing siding will be removed to reveal the original clapboards, some windows will be changed and the front door will be bumped out about 18 inches to improve the function of the entry way. A public hearing will be held on October 1 to allow for public comment and to consider the CofA application.

5. 26 Lyme Street sign: Conditional approval was given at the July meeting to allow the tenant to proceed with the project. There were no objections from neighbors.
Motion: John Forbis made a motion, seconded by Dini Mallory, to approve the CofA application for one year. Motion passed.

6. Secretary’s Report:  
The new Historic District Handbook is almost ready to print.
The Annual Town Report is due in October, Martha Hansen will send a draft to John Pfeiffer for his review.

Active (Open) CofAs:
  • 55 Lyme Street, screening fence for propane tank and AC unit, September 2018.
  • 59 Lyme Street, LYSB new sign
  • 38 Lyme Street, renovations
7. District 18 Electronic Sign and Congregational Church signs and banners: no discussion

8. Any Other New or Old Business:
There was a discussion on new signs at 10 Lyme Street, 24 Lyme Street, and 44 Lyme Street. These signs have been installed without approval from the HDC. It is not clear if the sign regulations are being ignored or if people are unaware of them. Martha Hansen will send a friendly letter informing the tenants of the process for sign approval.

The Historic Survey project has been started.

Barbara Traskos mentioned that her garage roof is leaking and she will be having it repaired.

The Halls Road improvement plan was discussed. The Yale Urban Design School has a grant to design the improvements which may be extensive. Halls Road leads to the Historic District and the HDC wants to make sure that the historic fiber of Old Lyme is preserved and acknowledged. John Pfeiffer will check on this.

The HDC has openings for two members. If you are interested please contact the Selectman’s Office at town hall.

9. Adjournment: John Forbis moved, seconded by Barbara Traskos, to adjourn the meeting at 10:16 am. Motion passed.
